<br />M E M O R A N D U M <br /> <br /> <br />TO: Gunnison Basin Roundtable Members <br /> <br />FROM: Water Needs Assessment Subcommittee - Marc Catlin, Steve Glazer, Jim <br /> Hokit, Hank Hotze, Tom Huerkamp, Dave Kanzer, Dixie Luke, Tyler <br /> Martineau, and Ken Spann <br /> <br />DATE: March 28, 2007 <br /> <br />SUBJECT: Gunnison River Basin Water Needs Assessment <br /> <br />The Water Needs Assessment Subcommittee met on March 20 as requested by the <br />roundtable. The subcommittee met with the technical consultants, Mike Gross and Nicole <br />Rowan, to refine the scope of work fo r Needs Assessment Tasks 1, 2, 3, and 6. The <br />subcommittee also discussed the timeline for proceeding with the remaining twelve needs <br />assessment tasks previously reviewed with the roundtable. <br /> <br />Attached with this memorandum is a spreadsheet which summarize s the results of the <br />subcommittee’s discussion. It appears that no needs assessment project will be ready for <br />Water Supply Reserve Account funding until the beginning of 2008. The sole exception may <br />be funding in the fall of 2007 for a review of the SWSI water availability studies (Task 5) if <br />the CWCB water availability study does not provide the level of detail that is needed by the <br />roundtable. <br /> <br />On the other hand, the Needs Assessment Subcommittee identified five tasks which would <br />benefit from being ini tiated with HB1400 funds when the next round of funds becomes <br />available after July 1. These include: <br /> <br />? <br /> <br />Scoping and execution of Task 4 – Agricultural shortages <br />? <br /> <br />Scoping of Task 9 – Aspinall Unit Operations and PBO/RPA Issues <br />? <br /> <br />Scoping of Task 11 – Resolve Wat er Supply Vulnerabilities <br />? <br /> <br />Scoping of Task 12 – Identify Deficiencies in Storage Systems <br />? <br /> <br />Scoping of Task 16 – Impact Analysis of Energy Development <br /> <br />Eric Hecox indicated that the proper timetable for roundtable approval of a request for <br />technical assistanc e with these tasks would be at the May or June roundtable meeting. <br />He also said that it would be helpful if the roundtable could identify all of the tasks it would <br />like to complete with FY 2008 HB1400 funding in our request, even if there are some tasks <br />are not ready to begin. Therefore, if there are other tasks which the roundtable would like to <br />get underway in FY 2008, they should be brought to the roundtable prior to the May meeting. <br /> <br /> <br /> <br />3/28/07 1 <br /> <br />
