tasks during the 2007 - 2008 fiscal year. Otherwise, the tasks won't be started until after July
2008.

Needs Assessment Tasks to be Funded with Water Supply Reserve Account Basin Funds

The March 28 memorandum from the Needs Assessment Subcommittee identified four needs
assessments tasks to be funded with Water Supply Reserve Account Basin Funds. These
tasks are:

?

Execution of Task 5 - Water Availability
?

Execution of Task 11 – Resolve Water Supply Vulnerabilities
?

Execution of Task 12 – Identify Deficiencies in Storage Systems
?

Execution of Task 16 – Impact Analysis of Energy Development

Two additional tasks may also require WSRA Basin Funds

?

Execution of Task 9 – Aspinall Unit Operations and PBO/RPA Issues
?

Execution of Task 10 - Blue Mesa Storage Needed for Recreation

Presently none of these tasks has a sponsor. If a task is to be funded with WSRA Basin
funds, it is necessary that a sponsor step forward to begin work on an app lication, scope of
work, and cost estimate. Basin funds are being allocated very quickly to other projects. If
these needs assessment tasks (which have broad basinwide significance) do not soon acquire
sponsors and have basin funds reserved for them, the opportunity to complete these tasks
may be missed.

2
