M E M O R A N D U M

TO: Gunnison Basin Roundtable Members

FROM: Water Needs Assessment Subcommittee - Marc Catlin, Steve Glazer, Jim
Hokit, Hank Hotze, Tom Huerkamp, Dave Kanzer, Dixie Luke, Tyler
Martineau, and Ken Spann

DATE: May 2, 2007

SU BJECT: Gunnison River Basin Water Needs Assessment

As reported at the April 4 Gunnison Basin Roundtable meeting, the Needs Assessment
Subcommittee has identified five tasks to be initiated with HB1400 funds when the next
round of funds becomes available a fter July 1. These include:

?

Scoping and execution of Task 4 – Agricultural shortages
?

Scoping of Task 9 – Aspinall Unit Operations and PBO/RPA Issues
?

Scoping of Task 11 – Resolve Water Supply Vulnerabilities
?

Scoping of Task 12 – Identify Deficiencies in S torage Systems
?

Scoping of Task 16 – Impact Analysis of Energy Development

The Needs Assessment Subcommittee has identified two additional tasks which the
Roundtable may desire to complete with FY 2008 HB1400 funding.

?

Scoping of Task 5 - Water Availabi lity
?

Scoping of Task 10 - Blue Mesa Storage Needed for Recreation

At the April Roundtable meeting, Roundtable members were requested to identify any
additional needs assessment tasks which should be considered by the Roundtable for
completion with HB140 0 funding in 2008. To date, no additional tasks have been submitted
to the Needs Assessment Subcommittee.

Eric Hecox has suggested that a request for technical assistance for these tasks be approved
by the roundtable at its May or June meeting, therefore , if there are any other needs
assessment tasks that need to be completed with HB1400 funds they should be identified
now.

In connection with the request, the roundtable is recommended to ask for cost estimates for
the five HB1400 tasks listed above to be prepared by the technical assistance team as soon as
possible. If it is determined that the cost estimates for these tasks (plus any others) total more
than the estimated $35,000 available on July 1, the roundtable may want to submit (with a
qualified sponsor) a grant application, using SB179 basin account funds, to complete the

1
