Such spilled releases shall be adjusted for actual <br />runoff conditions. <br />1. All releases from the Aspinall Unit' addition to RIRRAP <br />management actions shall be dee ed sufficient to meet flow <br />recommendations ofthe U.S. Ish and Wildlife Service for <br />critical habitat on the Gu son River and will be deemed <br />sufficient to offset the epletive effects of both the Dallas <br />Creek Project (17 0 AF at full build out) and the Dolores <br />Project (81,00 at full build out). This is similar to <br />Flaming Go e Reservoir, once reoperated to meet ESA flow <br />recomm dations in the Green River, which is no longer <br />requi a to further mitigate depletions from the Central Utah <br />W er Project. <br />11. All releases for peak flow purposes will be done in a controlled <br />manner unless actual runoff conditions dictate otherwise. <br />f. All releases regardless of purpose shall be regulated so as not to cause <br />flows in the Gunnison River at Delta to exceed 14,000 cfs and in the <br />Gunnison River at Grand Junction to exceed 20,000 cfs unless further <br />flood control measures are implemented. <br />g. To the extent possible, daily river fluctuations upstream of the North <br />Fork confluence should be limited to 200 cfs or other established <br />scientific criteria, particularly during Brown Trout and Rainbow Trout <br />spawning periods. This is desired to maintain the Gold Medal Trout <br />water that exists downstream of the Aspinall Units <br />h. Rafting the Gunnison River through the Black Canyon is deemed best <br />when flows are within the 800-1200 cfs range. If operations permit, <br />we would encourage flows below the Gunnison Tunnel in this range <br />between April 15 and October 30. However, this criterion is not to <br />drive reservoir operations. <br />3. Release Ramping Rates: <br />a. The Colorado Division of Wildlife recommends ramp ups occur at 500 <br />cfs\day and down ramps at 250 cfs\day. <br />
