Release Ramp Rates: Are not an overriding concern. <br />4. 60,000 AF Subordination Agreement of July 2000: <br />a. The water rights for Morrow Point Dam and Hydropower Plant <br />are subordinated to 50,000 AF of junior upstream depletions <br />(40,000 AF upstream of Blue Mesa an 10,000 AF between <br />Morrow Point and Blue Mesa). The Upper Gunnison Water <br />Conservancy District in cooperation with the Colorado River <br />Water Conservation District and the Colorado Division 4 <br />Water Engineer are responsible for providing this accounting to <br />the U.S. Bureau of Reclamation annually. <br /> <br />Crystal Dam & Reservoir <br />1. Storage: <br />a. Goal is to maintain normal operating levels consistent with <br />hydropower operations (i.e. maintain reservoir levels above minimum <br />power pool). <br />2. Releases: <br />a. Total Outlet Capacity is 4,000 cfs; 1,900 cfs of which can pass through <br />the turbines of the hydropower plant. <br />b. Shall be sufficient to maintain a 300 cfs minimum flow in the <br />Gunnison River from the Gunnison Tunnel Diversion through the <br />Black Canyon to the confluence with the North Fork ofthe Gunnison <br />River except under drought conditions. Such minimum flow will <br />satisfy the CWCB's instream flow decree. The 300 cfs flow will also <br />jointly satisfy both the NPS reserved water right baseflow and the <br />Upper Gunnison River contribution towards satisfaction ofthe U.S. <br />Fish & Wildlife Service base flow recommendation through critical <br />habitat on the Gunnison River. <br />i. Under Drought conditions, the 300 cfs flow may be reduced to <br />200 cfs in order to help maintain and recover storage in Blue <br />Mesa Reservoir. <br />11. Drought is defined as anytime Blue Mesa live storage content <br />is less than 581,000 AF (elevation 7490 feet above MSL) on <br />January 1 and the runoff forecasts indicate that Blue Mesa <br />Reservoir will not be within 50,000 acre feet of full by July 31. <br />111. During drought conditions, arrangements may be made, and are <br />encouraged, to reduce the amount of water called for by <br />downstream senior rights and Aspinall Unit water contracts. <br />c. Sufficient to meet the diversion demands ofthe Gunnison Tunnel. <br />d. Sufficient, when combined with inflows ofthe North Fork ofthe <br />Gunnison and Uncompahgre Rivers, to meet the diversion demands of <br />existing downstream water rights on the Gunnison River mainstem, <br />including Redlands and the Redlands Fish ladder, when the <br />
