These regylatory powers could <br />be institutionalized in a Federal Weather Modification Regulatory B,oard. This <br />,Board should be independent of-existing or Jiropo~cd weather modification <br />research and operating authorities. U so o rgani7.cd , (he regulatory board is the <br />ideal body for resolving inter- and intragovernmcntalcoilfIict'i that w01,11d <br />develop out of weather modification activities. <br />Because of the questions of national interest, the independent Federal <br />Weather Modification Regulatory Board should be responsible for: <br /> <br />Licensing of operators <br /> <br />Licensing of operations (permit')) <br /> <br />Licensing of spc,cific;; means (techniques) and materiMs (agents) for <br />weather modification. <br /> <br />A system of licensing operators requires the, development of professional <br />standards and a procedure for certification in uccord 'with thqse standards. In <br />addition, the system of operators' liCensingm.1)'requireashowing of financiaJ <br />responsibility. <br />The purpose of establishing a federal authority to grant permits is to en- <br />sure thiH the minimum federal responsibility for contingent events related to <br />the national interest could be exercised with respect to the snowpack augmenta- <br />tiOn progmm in the Upper Basin. The authority to perform other functions <br />could be combined with the authority to issue permit's.
