There IS also disagreement on the need for policy regarding
economic impacts such as shorteniJlg the summer sMsoil fQfmineral .cxplot.a-
tion and fpr tourist business,
The s()cial desirability of waSA is conditional on the.type of policy estab-
lished by Congress to control the social consequences of WOSA. The kind of
controls that may be necessary for a socially !Jc,o;irable WOSA proh'Tam are.
illustrated in the following recommendations: (1) keep reguiatory control out
of the hands of adVoc~ltes or opponents of WOSA and establish an independent
fed~ral weather modific<ltion regulatory agency to protect public and private
interests in the target areas and to re.<;t1'ict puNic and private intcrference with
the WOSA projecI1 (2). apply controls .on seeding operations to limit precipi-
tation in vulnerablcareas, and (3) maiIl.tain a publicinformation.systcm meet-
ing the needl> of interest groups and informing vulnerable groupS about po-
tentially undc..,>irablc consequences.
The social desirability of \V()SJ.\ can be determined only.aftcr u particu-
lar sacial pOlicy has been .appHed. Althougn poliCies can be formed based on
a: pre-WOSA analysis of. attitudes and thdr consequences, they should be
established in a manner that aUows for change and flexibility. This requires a
continuous assessment of social attitucks that provides feedback to public
policy throughout [hclifeot the project.

E;--
thl
,t be
Be
re:
idl
de
W

6. Public Policy Strateg(es

~
"

A

The primarycotlcern of public policy strategi.cs for WOSA is the choice
of a basic operating authority for an operational type of program. Under the
alternative operatfng a:tithoritic..o;, there ar~- possible ways of creating institu-
(i()IlS for involving the affected public in the decisions that detemline how
the detrimental impacts of a WaSA program are to be aUeviated. The..~e have
been designated as implementing entities. ThiS leads t6 a general consideration
of thc .quC!\tiOD of damages -arising from aWOSA 'program and the possible
alternative means tif cornpcnsating for them. The scope. of an operating au-
thority, however, is limited by the range of federal interest in an operational
WaSA program. It is necessary, therefore, first. to determin~ the lilinimum
federal rCl>lionsibility fOJ thewe.ather. modification aSpect'i of WaSA .and then
to detcrrninc how these powers might be organized and the types of activities
thut would be.s.ubJect to it.

j

st.
ad
re

H

su
th
tic
co

Tl

er

a.
