OOl~IUl

Long Hollow Dam and Reservoir Summary Report-Preliminary Draft

· An evaluation of institutional issues which might constrain LHR development such as
water allocation, reservoir operations, payment issues, local agency consultations, right-
of-way, permitting, and financing.

· A brief comparison of the advantages and disadvantages with the Red Mesa-Ward
Reservoir Feasibilitv Report is warranted.

The study did not include any geotechnical or feasibility-level design work. If WWE is
authorized to proceed, this additional work will be included in the Phase II LHR feasibility study.

1.2 Project Location and Description

The proposed LHR is located in southwest La Plata County, approximately 22 miles southwest of
Durango, Colorado in Sections 29, 32, and 33, T33N, RI2W, NMPM. LHR is a proposed on-
channel reservoir. The dam embankment would be located on Long Hollow approximately 0.5
miles upstream of the confluence of Long Hollow and the La Plata River, and 5 miles upstream
of the Colorado-New Mexico state line (see attached Vicinity Map). Describe reservoir size and
proiect depletions.

1.3 Project Purpose

The dual purposes of the Long Hollow Reservoir project are:

1. Supplement the water supply to existing irrigated lands in Colorado", through released of
stored water from LHR.

2. Assist the State of Colorado in meeting its delivery obligations under the La Plata River
Compact, thus decreasing the number. duration -and magnitude temH:e of valid Compact
calls against existing Colorado ditches.

1.4 Project Need

Article II of the Compact states, in part, as follows:

991-077.115
May 2004

Wright Water Engineers, Inc.

Page 2
