<br />001700 <br /> <br />LONG HOLLOW DAM AND RESERVOIR PHASE I SUMMARY REPORT <br />PRELIMINARY DRAFT <br /> <br />1.0 INTRODUCTION <br /> <br />This Phase I feasibility study of the proposed Long Hollow Reservoir (LHR) project provides <br />findings from work performed by Wright Water Engineers Inc., (WWE) and other subcontractors <br />that began in April 2001. This work was prepared for the La Plata Water Conservancy District <br />(LPWCD) using grant funding from the Colorado Water Conservation Board (CWCB). CWCB <br />funding was provided for the LHR because it was deemed a project of statewide significance due, <br />in major part, to Colorado's water delivery requirements under the La Plata River Compact <br />(Compact). <br /> <br />1.1 Study Objective and Scope <br /> <br />The objective of the study was to investigate the technical, financial, and institutional aspects of <br />LHR development in order to identify any potential fatal flaws that could make the proiect <br />construction of the dam project infeasible( Comment: Not iust construction. but the proiect as a <br />whole). Phase I work, set out in the contract between LPWCD and WWE dated May 2, 2002, <br />consisted of: <br /> <br />. A review of existing data. <br /> <br />. Topographic mapping. <br /> <br />· Geologic reconnaissance work. <br /> <br />· A groundwater study of the Red Mesa Aquifer. <br /> <br />· A review and evaluation of institutional issues such as NEP A, T &E species, wetlands, <br />cultural resources and Indian Trust Assets. <br /> <br />· A water quality evaluation. <br /> <br />991-077.115 <br />May 2004 <br /> <br />Wright Water Engineers, Inc. <br /> <br />Page 1 <br />
