<br />001715 <br /> <br />Long Hollow Dam and Reservoir Summary Report-Preliminary Draft <br /> <br />Releases from storage will be made in cooperation with the Colorado Division of Water <br />Resources (CDWR), according to andraft MOD and operations plan between LPWCD and <br />CDWR. (Need some indication that CDWR is in agreement with draft MOD concepts and can <br />meet their obligations.) <br /> <br />Also, need a list of ditches that benefit (is this the CDWR tabulation for the mainstem La Plata?) <br />and the number of share HOLDERS in each ditch. <br /> <br />8.2 Payment Issues <br /> <br />It is anticipated that funding for design and construction of LHR will be requested from the <br />Future Projects Escrow Account held by the Colorado Water Resources and Power Development <br />Authority (Authority), as outlined in the Future Projects Escrow Agreement between the <br />Authority, the Animas-La Plata Water Conservancy District (ALPD), and LPWCD. <br /> <br />The operation, maintenance, and repair (OM&R) expenses for LHR will be borne by the <br />LPWCD water users. Ditches that benefit from the exchange program will be assessed an annual <br />fee of approximately $15 per AF by LPWCD based on review of the OM&R expenditures for <br />existing Red Mesa Ward Reservoir. <br /> <br />Need a section that discusses the financial condition of the LPWCD to help evaluate the ability <br />of the LPWCD to undertake the additional responsibility. Does the $15\AF raise enough <br />additional money to allow the LPWCD to undertake the OM&R responsibility? Do the <br />beneficiaries have the ability to absorb what appears to be a rather modest fee? What is the <br />potential range of cost to the beneficiaries?
