In this way, the use of power revenues for the benefit of water <br />users can again be a reality. <br /> <br />Colorado water users should carefully analyze these principles and strategies in light of <br />the new realities of Western water policy, and the emerging changes on the Colorado River. <br />The Governor and Congressional delegation appear willing to push Colorado's agenda, if one <br />can be developed. 'The opportunity is now, and participation in a positive way can result in <br />direct benefits to the state, and to the Colorado River Basin as a whole. <br /> <br />12 <br />
