<br />Oct-03-Z00! 12:31pm From-Colorado River Commission <br /> <br />7024862697 <br /> <br />T-273 P.018/018 F-652 <br /> <br />c ~ ^..",... 9 <br />~. ,: t \ ..( - ~ ""' <br />udv"V' <br /> <br />. <br /> <br />Both governments to commit volumes of water to protect and to recover the ecosystems <br />of the Delta. <br /> <br />. <br /> <br />Promote the conservation and most efficient use of water in the agricultural, urban and <br />industrial sectors and apply part of the conserved volumes to environmental objectives, <br />causing the transference of state-of-the-art technology. <br /> <br />. <br /> <br />Both countries should adopt the principle that they shall not take unilateral actions that <br />limit future actions to restore the ecosystems of the Delta. <br /> <br />. <br /> <br />The bi-national efforts should be continued to determine the expense and necessary water <br />quality, such as its spacial and temporal distribution, including its inherent operative <br />aspects to maintain in sustainable form the elements that integrate the ecosystem of the <br />Delta, with the participation of the governments, users, scientists. academicians and <br />nongovernmental organizations, with an integrated vision of the environmental problems <br />of the region. <br /> <br />Promote the fmancial support of both countries for the development of smdies and <br />projects related to the environmental aspects of the Delta, including the participation of <br />the bi-national and trilateral institutions that compete in the zone. <br /> <br />Encourage reuse of treated residual water about urban centers and to evaluate the <br />possibility of channeling part of this water to the wetlands of the Delta. <br /> <br />Fortify programs of monitoring and control of water quality. <br /> <br />Adapt the legal strucmre in each country in order to assure that water assigned for <br />environmental objectives is applied to that purpose, including the commitment of the <br />local authorities to watch the fulfillment of the agreements derived from this structure. <br /> <br />The federal and local governments, water users and the social sector should help in the <br />acquisition of water rights that can be applied for environmental purposes, as an <br />additional option among others that have been identified. <br /> <br />Consider the Colorado River Delta within the interim surplus criteria currently in the <br />process of implementation by the United States. <br /> <br />Support technical and economic institutions and organizations working now to recover <br />the Delta. <br /> <br />Increase public participation on both sides of the border. through ngo's, academia, and in <br />particular the communities of the Delta, and explore the possibility of establishing a <br />coalition of interested organizations. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />
