Oct-03-2001 12:30pm From-Colorado River Commission

7024862697

T-273 P.017/018 F-652

J _ :,~ ~ ~) ~ ??
<<_;..rVwU J

COURSES OF ACTION IDENTIFIED IN TIlE SYMPOSIUM ON THE COLORADO RIVER
DELTA HELD SEPTEMBER 11 AND 12,2000

The following courses of action have been developed by the Mexican delegation, based on the
communications presented/displayed during the symposium, the content of the posters exhibited,
and from the questions formulated by participants in the different panels.

The Delta of the Rio Colorado and the Upper Gulfhave been recognized. as ecosystems of world-
wide importance by their biodiversity and the presence of endemic species some of which are in
danger of extinction.

. The water treaty executed between the two nations did not address environmental media,
nor in particular the Delta of the Colorado and the Upper Gulf, as a user within the
Colorado River Basin, therefore this fact of omission must be corrected in the future in a
manner of sharing and co-responsibility.

. The studies of restoration of the Colorado River Delta prepared by governments,
scientists, academicians and nongovernmental org9ni7.ations of both. countries should be
considered in the process of decision making.

. Additional stUdies should be developed through the Binational Technical Group IV
organized under the IBWC, including the following among others:

Implement restoration of specific sites that can be established immediately;

Identify measures in both nations that allow a flow of water for the
maintenance of the riparian areas and wetlands in sustainable fonn;

Identify a way to maintain native vegetation in the riparian areas and
wetlands;

Inventory the migratory and resident birds of the delta;

Quantify the relationship between the fresh water flows in the delta and
the aquatic species of the Gulf;

Explore opportunities for the ecotourism;

Explore the possibility of creating an investigation (research) center on
aspects related to the lower river basin of the Colorado River and the
Upper Gulf.

. Help through Working Group IV of the IBWA, with the works of the different
organizations who participate in favor of the conservation of the Delta, incorporating the
participation of the sector of academic investigation and nongovernmental organizations.
