<br />. <br /> <br />a motion that the Board make a statement indicating that the CWCB <br />oppose the declaration of a surplus on the Colorado River at this time <br />because surplus river conditions do not support the designation by the <br />secretary of a surplus condition based on average hydrology in 2001. A <br />statement of support will be provided after the seven basin states adopt <br />criteria. Eric Wilkinson seconded the motion. It was accepted <br />unanimously. (10-0) <br /> <br />. <br /> <br />23f. Colorado River Delta Issues <br />Tape 5: Start/Stop: 1000 -1665 <br />Action: Randy Seaholm - CWCB staff - brought the Board up to date on the <br />Colorado River Delta issues. A joint declaration of The Department of <br />Interior and the Secretary of Environment of Natural Resources and <br />Fisheries of the United Mexican States Enhanced Declaration of the <br />Colorado River Delta was included in a packet of information for the Board <br />members. This declaration was intended to strengthen the working <br />relationship that has existed between the two countries. The declaration <br />was signed on May 18, 2000 and litigation by environmental groups <br />ensued. A conference was held in California and a number of <br />presentations were made and Deputy Secretary Hayes presented <br />information to the group. Randy asked the Board to consider the five (5) <br />points that he feels summarize the stand of the CWCB. These points are: . <br />1. Maintain the cooperative working relationship that has existed between <br />the two countries, the Department of Interior, and the seven basin <br />States. <br />2. Environmental restoration of the Delta is premature at this point. <br />3. Any proposals at this point in time for providing additional water to the <br />Delta are inconsistent with the 1944 Mexican Water Treaty and any <br />other components of the law of the River. <br />4. We want to see prior to any water restoration efforts an appropriate <br />foundation of information on which to base restoration efforts be <br />developed. <br />5. We want to be sure that any efforts to restore the Delta were going to <br />be de-linked from implementation of the interim operating criteria"oHh'e <br />Colorado Rivl::l Direetor Board. <br /> <br />This was an information item. The issue will be presented again at the <br />January 2001 Board meeting. No action was taken. <br /> <br />23g. Glen Canyon Adaptive Management Program Budget <br />This item was deleted. <br /> <br />24. State Affairs Issues <br />Tape 5: Start/Stop: 1680 - 2609 <br />Action: Dan McAuliffe - CWCB Deputy Director-and Mark Phifer presented <br />information to the Board concerning the State Affairs Committee meetings <br />and legislation.
