Heil
Mayor, City of Westminster
4800 West 92nd Avenue
Westminster, CO 80030

Community: City of Westminster, Colorado
Community No.: 080008
Panel Affected: 0007 D
Ef~ective.~ate of APR 2 3 1999
ThIS RevIsIon:

102-I-A-C

Dear Mayor Heil:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated
December 8, 1998, Ms. Sheila Beissel, P.E., Senior Civil Engineer, Department of Community
Development, City of Westminster, requested that FEMA revise the FIRM and FIS report to show the
effects of existing topographic information along Middle Branch Hylands Creek from approximately
400 feet upstream of West 99th Place to approximately 100 feet downstream of Raleigh Street.

All data required to complete our review of this request were submitted with letters from Ms. Beissel.
Because this Letter of Map Revision (LOMR) is being issued to correct a mapping or study analysis error,
fees were not assessed for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FIS report. We have revised the FIRM and FIS report to modify the elevations and floodplain and
floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
any given year (base flood) along Middle Branch Hylands Creek from approximately 400 feet upstream
of West 99th Place to approximately 100 feet downstream of Raleigh Street. As a result of the
modifications, the base flood elevations (BFEs) and widths of the Special Flood Hazard Area (SFHA), the
area that would be inundated by the base flood, and regulatory floodway for Middle Branch Hylands Creek
increased in some areas and decreased in other areas. All property owners were notified of the revised
BFEs and SFHA and floodway widths by letters from Ms. Beissel dated August 26 and December 8, 1998.
The modifications are shown on the enclosed annotated copy of FIRM Panel(s) 0007 D, Profile
Panel(s) 50P and 51P, and affected portions of the Floodway Data Table. This LOMR hereby revises the
above-referenced panel(s) of the effective FIRM and the affected portions of the FIS report, both dated
April 2, 1997.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community .
