<br />I <br />I <br />I <br />I <br />I <br /> <br />Potential Hazardous Material Concerns <br /> <br />Potential hazardous materials associated witb the mine tailings at the reservoir site represent a potential <br />legal and financial liability which must be considered in addition to potentia:! physical risks of <br />contamination of either adjoining areas or the water supply within tbe reservoir. Although available <br />correspondence and other information regarding the environmental testing and analysis conducted on the <br />site was reviewed, additional detailed testing and analysis of on-site materials was beyond the scope of <br />this feasibility study. <br /> <br />I <br /> <br />Based on our review of information, while it appears that the tailings material may be relatively benign in <br />comparison to other sites, construction of a reservoir at the site still poses risks which walTant ad~itional <br />testing and analysis prior to a final design process. This will allow a better definition of the risks <br />involved and will help identify design measures or alternatives which may mitigate the risks and the costs <br />of such measures. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Miscellaneous Permitting/Regulatory Concerns <br /> <br />Several other pern1itting iss!les must be addressed during the design and construction phase of the <br />project. These include obtaining a Storn1water Management Plan and Fugitive Dust Permit from the <br />Colorado Department of Health and Public Environment. Local approvals from the Town of Empire will <br />be necessary for construction plan approval. <br /> <br />PRELIMINARY DESIGN <br /> <br />General <br /> <br />Water storage reservoir siting and design considers a variety of components. Land ownership, site <br />accessibility and proxiinity to appropriate diversion and release points is a key consideration in addition <br />to physical site characteristics. The geologic setting is important to avoid unacceptable hazards to a <br />reasonable extent and to readily obtain suitable material for construction. For ealih dams, a balance is <br />desired between the volume of excavated material available and the volume of fill required to minimize <br />or eliminate the additional expense of acquiring and transporting fill material to the site. <br /> <br />Preliminary Design <br /> <br />I <br />I <br />I <br /> <br />A preliminary design for the Ball Placer Reservoir is shown on Figure 3 in this report. The preliminary <br />design shown provides a storage volume of 110 acre-feet in accordance with the water rights decree. <br />Cuts up to 21 feet dee.p_and fill heights up to 22 feet high would be required to construct the reservoir and <br />when full, the water level would be approximately 5 feet below the top of embankment.
