<br />INTERBASIN COMPACT COMMITTEE <br />BASIN ROUNDTABLES <br /> <br />YAMPAlWHITE BASIN ROUNDTABLE <br />HOLIDAY INN OF CRAIG, COLORADO <br />APRIL 18, 2007 <br /> <br />MINUTES <br /> <br />Tom Sharp, Chairman of the Roundtable, called meeting to order. Minutes from the <br />meetings held April 19, 2006 in Steamboat Springs and January 17,2007 in Meeker were <br />approved. The Meeker minutes were corrected to indicate that the meeting was at the <br />Meeker Yampa Valley YVEA. <br /> <br />Dan Birch, IBCC representative, gave a report on the IBCe. The IBCC has met twice <br />since our last meeting. IBCC is considering its role in the process. The IBCC does not <br />want to impose a top-down process. These discussions are ongoing with Harris Sherman <br />(DNR Executive Director) and others. Eric Hecox also discussed procedural issues <br />within the IBCe. <br /> <br />Dan Birch reported on the Energy Development Water Needs Assessment. There has <br />been a meeting between the Yampa/White Basin Roundtable Needs Assessment <br />Committee and the Colorado Basin Roundtable Needs Assessment Committee. The grant <br />application for this work has been approved subject to certain conditions. The scope of <br />work is being finalized. This joint committee will include in its discussions <br />governmental entities and industry to atTive at an appropriate scope of work at their next <br />meting. The joint committee (Colorado and Yampa White) has concluded that energy <br />development cannot be properly considered if isolated to any single basin. <br /> <br />Ken Vertrees reported on Environmental/Recreational Needs Use Committee. The State <br />has decided to develop a template for use in all basins to consider <br />environmental/recreational needs. This means the scoping process will take longer, but <br />more resources will be available. The common platform will be coordinated by the <br />IBCe. <br /> <br />Tom Sharp reminded the Roundtable that Needs Assessment studies funded out of the <br />Water Supply Reserve Account must be approved by the local Roundtable, and the <br />CWCB. To date no Needs Assessment has been approved for agriculture or municipal <br />interests, but may be forthcoming. <br /> <br />Carl Brouwer from the Northern Colorado Water Conservancy District made a <br />presentation on the Yampa Pump back Project. A number of questions were asked, <br />including the willingness of the Project proponent to agree to a 60,000 a.f. annual <br />subordination similar to the Juniper subordination. Carl Brouwer stated that such a <br />subordination might likely be possible. There were also questions regarding endangered <br />fish and flows in the Dinosaur Monument, availability of water, mitigation, the impact on <br />agriculture (both in-basin and on the front range) and other matters.
