<br />Dan Birch gave a presentation on scope of work proposal regarding energy development, <br />including primary and secondary water demands. Darryl Steele said this was very <br />important to move forward promptly as there are monies available now and we should be <br />in line for the work. It was requested that coal liquefaction and mining in general be <br />added. <br /> <br />Motion unanimously approved to submit proposal to IBCC office for inclusion within <br />work of IBCC contractor. <br /> <br />John Fetcher gave a presentation on Stagecoach Reservoir Enlargement, including the <br />number of permits that may be required. He solicited support for this project. Motion <br />unanimously passed asking Chairman to send letter from Roundtable supporting the need <br />for Stagecoach Enlargement. <br /> <br />Dan Birch gave report on Elkhead Enlargement. The fishery below Elkhead was <br />discussed. <br /> <br />Tom Sharp reported on recent Division 5 water cases filed by Eagle River Water & <br />Sanitation District and Upper Eagle River Water Authority which involved use of <br />transbasin water from the Yampa. The Upper Yampa District and others will be filing <br />Statements of Opposition before July 31, 2006 deadline. <br /> <br />Chairman Sharp also reported on a study commissioned by Northern Conservancy <br />District on multi-basin water availability which could impact the Yampa and/or Green. <br />He discussed the possibility of a big straw-type project. <br /> <br />By consensus, the Roundtable authorized Chairman Sharp to open discussions with the <br />North Platte water interest in Jackson County regarding cooperative planning efforts. <br /> <br />By unanimous consent, the Water Needs Assessment Committee was appointed <br />consisting of officers of Roundtable and representatives from the Upper White, Lower <br />White, Upper Yampa and Lower Yampa to be appointed by Chairman Sharp. <br /> <br />T. Wright Dickinson encouraged the Roundtable to take similar action on other needs not <br />addressed in SWSI in addition to energy. He says there is shortage of agricultural water <br />in District 56. He said he believed money should be included for this study as well. It <br />was the consensus of the Roundtable that this additional work may be included in later <br />requests. <br /> <br />The October meeting of the Roundtable was discussed. Kent Vertrees and Geoff <br />Blakeslee discussed water needs for environmental and recreational purposes. Darryl <br />Steele suggested agriculture be added. A proposal from this group was solicited to be <br />submitted to the Water Needs Assessment Committee within 30 days and reviewed prior <br />to October meeting. <br /> <br />-2- <br />
