<br />INTERBASIN COMPACT COMMITTEE <br />BASIN ROUNDTABLES <br /> <br />YAMPAlWHITE BASIN ROUNDTABLE <br />HOLIDAY INN OF CRAIG, COLORADO <br />JULY 19, 2006 <br /> <br />MINUTES <br /> <br />Tom Sharp, Chairman of the Roundtable, called meeting to order. Those in attendance <br />introduced themselves. A Membership List of the Roundtable was passed around. The <br />list is attached. Bob Weiss has requested that all members check the attached list and <br />notify him of any inaccuracies. <br /> <br />Minutes from the Apri119, 2006 meeting were unanimously approved. <br /> <br />Dan Birch, IBCC representative, said that the IBCC Bylaws were adopted without <br />controversy. The IBCC Bylaws provide that proxies or alternates will be acceptable at <br />IBCC meetings as determined by individual Roundtables. He also mentioned IBCC <br />Public outreach plans and plans for a Needs Assessment for each basin. There will be a <br />single contract let by the State for the Needs Assessment, but work will be directed by <br />individual Roundtables. <br /> <br />Dan Craig expressed concern that there was no Western Slope CWCB member in the <br />joint working group between CWCB and IBCC to establish criteria and guidelines for <br />allocating SB 179 money. It was explained that this working group will contain several <br />IBCC members from the Western Slope. <br /> <br />Concern was expressed about use of money for studies, not real projects. <br /> <br />Eric Hecox distributed information pertaining to Yampa/White/Green SWSI report. <br /> <br />Rick Brown from CWCB gave a presentation on SWSI process. He did a PowerPoint <br />presentation of "Project Overview NO.1" for the Y amp a/White/Green Roundtable. <br /> <br />Jeff Devere gave a presentation on the potential impact of future energy development on <br />White River area water demand. He discussed potential energy development and <br />population and growth in the area. He said that the SWSI process did not take the <br />magnitude of potential energy development into account and needs to be revised. He said <br />there needs to be coordination with energy companies for a system-wide approach to <br />development of water resources needed as a result of energy development, as opposed to <br />the "spaghetti bowl approach" of individual energy companies. There is a pending <br />programmatic EIS process lead by the Bureau of Land Management. <br /> <br />-1- <br />
