<br />There was agreement that everyone must be included in the loop in order to move money <br />into projects. <br /> <br />Russell said that page 8 is not written in stone and quite possibly there is no way we can <br />get it right the first time. One question is whether the role of the IBCC is to review the <br />funding in each account, and again no consensus was reached as to which account a <br />project must be submitted through. The feeling is that everyone will use the basin account <br />because that process does not involve any competition. The statewide account is <br />competitive. The question was raised as to whether local roundtables should recommend <br />where project should go, the statewide account or basin account.
