Dick S with CDM: What is steering committee's role? Don't see that anyone
comes back to the steering committee; everyone else is interacting except steering
committee.
Harold Evans: Per the Act, the only one that really has legislative authority is the
roundtables. Do we really need the steering committee?
John Metli: Steering committee could be the "800 lb gorilla." On West Slope,
this is how they will stop trans-basin diversion of water.
Rick Brown: This was not the intent; I can see that we need to revisit this.
Bill Jerke: In terms of facilitating discussions in all basins, makes sense for a
task force for discussion but that they must go back to the roundtables for
discussion; what steering committee comes up with would not be the end result.
Tom Iseman: Agree; this can be used to inform roundtables of important
attributes.
Bill Jerke: Therefore, who will be willing to be on this Board so that other
roundtables will hear this perspective as per what our rights are and how those are
being used to beneficial use?
Harold Evans: One of difficulties is that some of these people on these
committees are paid, full time environmentalists; this is their day job; they get
paid.
Rick Brown: Key is that there must be by-in and this is why they are here
tonight.
Bill Jerke: To be clear: it is that recommendations will come from that group; no
decision making ability.
Mike Shimmin: Would like to suggest that this be converted to an agenda item
for next meeting to decide on subcommittee.
Bob Streeter: Please look at one offirst slides: Rick has presented a process
where we will come up with a process where we can determine our non-
consumptive needs.
Bill Jerke: Agenda item for next meeting.

2.
