Sasha Charney: Break it down in smaller amounts; up to 1000 acft, next
2500 acft; etc.

Kelley: Difficult part is to figure out who is owner

Mike Shimmin: What is purpose of this? Question is based on the fact
that, as I look at this table, it is incomplete and does not answer to a level
of precision.

Kelley DiNiteli (spelling?) with CDM: Purpose is to identify competition
for any new additional developable supplies. What does it mean that
South Platte Basin is over appropriated and if you are going to meet your
need with a conditional water right, you need to know if it would be there.
Table that shows flows in South Platte from Henderson, Kersey, Ft
Morgan and Balzac and diversion rates: question becomes if conditional
water rights are being utilized, are calls triggered. Purpose is to show that
there is competition, and there is a need to look at water right. We do not
really have a South Platte Basin model that shows impact of conditional
water rights. Also serves purpose to answer other roundtables' concerns
as to whether South Platte has really looked internally first. Also, data
base does not show water rights that have been adjudicated in last five
years. Look at recharge rights.

Bruce Gerke: Need to focus on capturable water and where will you
capture this water. Good analysis of where the capturable water is would
be more useful. Will take development all along the river. . .

CDM: Kelley: New reservoir on a perennial stream will be very difficult
to get a permit for.

III. SWSI II: Rick Brown
1) Colorado's Water Supply Future: Non-consumptive Needs
Assessments Strategy Overview
--Background
--Explain the proposed approach and expected products
--Discuss Schedule
--Action items for roundtable
--Non-consumptive workgroup membership
-- Interaction of technical support contractor with roundtable

. Roundtable Goals Outlined in HB 1177
--Develop basin-wide consumptive water supply needs
--Develop basin-wide non-consumptive water supply needs
--Conduct analysis of available unappropriated waters within the basin

5
