<br />Project is for 13 providers on east slope; analysis of participant demand <br />and supply; shortages will begin to appear in 2010; thus, even with <br />project, there will still be a gap for these water providers. <br /> <br />--Windy Gap Project Permitting (see handout) <br /> <br />--Current Windy Gap Flow Limits (see handout) <br />--Water quality in Three Lakes: EIS addresses water quality because CBT <br />brings water from Frasier Lake so impact is being studied <br /> <br />--Estimated Project Costs: Total: $220,000,000 (dam = 128,000) <br />--Time Frame: Final EIS: Spring 2008; Construction: 2010-2013 <br />NEPA began in 2003, thus, 10 year project. <br /> <br />Questions: <br />Diane Hoppe: Return flows anywhere? <br />Jeff Baker: Yes, this water will be reused by participants <br />Hecox: One of the purposes of these presentations is to motivate <br />Roundtable to think about whether roundtable process might be able to <br />add value to this kind of project, or to steer away from them. <br />Wilkinson: Question has come up whether we should take this to CO <br />River Roundtable; Northern is against that; this was started before 1177 <br />process; NEP A process will define the impact; Northern sees this as a <br />completion of the Windy Gap Project that commenced in 1980; terminal <br />storage was initially envisioned; participants, instead, have decided to <br />come together to go forward with a single storage project. <br />Opines that ifIBCC process moves forward in projects like this, needs to <br />be beneficial not problematic; <br />Jerke: Beneficial for this roundtable to write a letter of support in the <br />NEP A process? <br />Wilkinson: We would welcome this; we would hope that the roundtable <br />would see this as beneficial for the basin in an entirety. <br /> <br />2) Northern Integrated Supply Project: NISP: NCWCD <br />Carl Brower presents: <br />--towards end ofNEP A process; <br />-- NISP driven by 16 participants (Ft. Collins, etc) <br />(notable exceptions: larger cities and Windy Gap participants because <br />most have water supplies or projects they are working on) <br />--Approximate NISP participant future additional water needs: 40,000 acft <br />by 2025; 80,000 acft by 2050; 40,000 acft from NISP <br />--proposed facilities: Glade Reservoir NW ofFT Collins (similar to Horse <br />Tooth) AND South Platte Water Conservation Project (would pump water <br />from river all year; 1992 conditional water right for this; thus, hopes for <br />river to return) <br />Ideal Cement Plant recently decommissioned; <br /> <br />7 <br />
