<br />Jerke: motion needed? <br /> <br />Hecox: yes, we need direction if this is where we are going. <br /> <br />McVicker: Mr. Chair: I move that the South Platte Basin Roundtable <br />allocate the remaining 1400 money, approximately $85,000, to complete <br />the scope of refined needs assessment needs as presented in the South <br />Platte Roundtable Needs Assessment Refinements, dated April 10, 2007. <br />Specifically, that the scope of work shall fit the 1400 budget remaining <br />and that "the refinements to the Water Supply Needs Assessment, over <br />and above the SWSI Phase 1 Study, will be completed as follows: <br />--Items one through four (concerning: 1) Competing Water Supply <br />Projections, 2) Unappropriated Water, 3) Current vs. Historic <br />Administration, and 4) Consumable Effluent Reuse) will be funded by <br />HB-1400 funding available. <br /> <br />Harold Evans: Second <br /> <br />Jerke: Discussion and questions: would this address off main stem? <br />Hecox: Yes <br />Lisa Darling: Is this what you are seeing: broad qualitative studies instead <br />of quantitative studies? <br />Hecox: Yes, Gunnison roundtable and one other have identified discreet <br />tasks which can be accomplished with 1400 monies; other roundtables <br />have presented laundry list of needs; here, this roundtable seems <br />comfortable with what we need. <br />John Metlie: What about study for Upper Mountain Counties? <br />Hecox: Would like to address that later on in agenda. <br />Harold Evans: Recall that last September we sent letter to DNR to <br />identify these four tasks plus non-consumptive plus Upper Counties plus <br />Republican River Study; item 1 comes out of SW ASI phase 1; no 2: <br />unappropriated water is specifically in the Act; no. 3 comes primarily from <br />lower river because of changes in administration; no. 4 because it is <br />known that upstream will be using effluent: thus, all four were requests <br />from last fall; then, when consultants said that these studies would cost <br />more money that we had, we had to consider our options to fund these <br />studies from our 179 funds; we decided that it would be more sensible to <br />direct 179 monies to projects where we can create wet water. <br />Jerke: Will these studies be useful at all? How will these really get us <br />toward water development? <br />Hecox: three directions for group: <br />1) No more needs assessment; then we can use that $85,000 to further <br />needs assessment and to help other roundtables; <br />2) We have identified seven unanswered questions; this approach allows <br />the consultants to answer four of these questions; <br /> <br />4 <br />
