Needs Assessment update <br />Eric Hecox: See quarterly newsletter to see needs assessment in terms of <br />each basin's needs assessment; Harris Sherman focusing on trying to <br />complete needs assessment within 2 years; <br />--Director Sherman looking to keep together 2 state-wide groups: 1) <br />consumptive needs and 2) non-consumptive needs, with view on <br />assumptions that make up common technical platform; <br />See also handout "South Platte Roundtable Needs Assessment <br />Refinements": this draft embraces comments from last meeting in <br />wanting to scale down proposed scope of work; <br /> <br />--Harold Evans: After our last meeting, where we saw the budget was <br />looking at close to $400,000 for a scope of work that would still be <br />incomplete modeling, we discussed the need for a practical approach to be <br />embraced: thus, decision seems wise to use 1400 study money for this and <br />use our 179 money to create projects to create wet water. Per our part of <br />the South Platte, evident that river is over-appropriated and idea to spend <br />179 money to confirm that fact seems unwise; <br />one comment on what is presented today: why 2 years to do this needs <br />assessment? We need to get on with these studies. <br /> <br />Eric Hecox: 2 year time frame for other roundtables that are still looking <br />for refinement of needs assessment; does not necessarily apply to South <br />Platte Roundtable. <br /> <br />Harold Evans: Other point discussed at last meeting: this roundtable is <br />not an eligible entity to make application; therefore, other entity in <br />Republican Basin or in Upper Counties needs to take the lead; thus, <br />decision needs to be made as to who will move this forward; then DNR <br />will work closely with applicant to refine application; <br /> <br />Joe Frank: What is cost of refined needs assessment as outlined in draft <br />that presents refinement? <br /> <br />Eric Hecox: This approach is answering similar questions but on a <br />qualitative handle on same questions; South Platte Decision Support <br />System is still be worked through; thus, consultants are focusing on how <br />much of this information is already being answered in that system. <br /> <br />McVicker: 1400money: $85,000; thus scope of refined needs assessment <br />needs to fit that budget, yes? <br /> <br />Hecox: Yes, but some of that 85,000 might be needed to support the South <br />Platte Decision Support System. .. thus, this scope of work should be able <br />to be completed within the 75-85000 budget remaining. <br /> <br />3 <br />
