Debriefing on previous WSRA applications: what works and what does not <br />Harold Evans: Boulder County application did not fit criteria; it was water <br />treatment issue not a water supply issue; did not have match; <br />Jerke: Partners seem important; did Boulder have partners? <br />Evans: No, no operative partnerships. <br />Jerke: Appears that this is crucial. <br />Les Williams: Study was good idea; did not meet criteria; supply is issue; <br />legislative directive of supply; <br />Sasha Charney: Focus on connection between water quality is part of water <br />supply; <br />Eric Hecox: Three critical pieces of applications (from CWCB): 1) in ideal <br />world, have complete needs assessment, then go forward with applications; <br />encourages this basin to draw nexus between project and needs assessment; if <br />applicant can point to water activity as vital component to meeting needs that the <br />needs assessment has highlighted; "critical component in meeting water supply" <br />is crucial in application; <br />2) complete, robust application before sent to board for review; thus, DNR will <br />provide samples of good models applications; look for holes in scopes of work or <br />budget, work with applicant; <br />3) criteria and guidelines divided into two sections: threshold criteria and <br />evaluation criteria; every application must meet threshold criteria; evaluation <br />criteria only comes into play in statewide account; thus, important, that even if the <br />applicant is going only for basin account must meet threshold criteria. <br />Sasha Charney: Must be in needs assessment: so, non-consumptive is not in our <br />needs assessment, so what does that mean...? <br />Eric Hecox: Water activity helps to further needs assessment or meets needs <br />identified. SWSI Phase I did address non-consumptive; thus, this would meet <br />threshold criteria; <br /> <br />. Presentation from Applicants Seeking Roundtable Approval (none submitted) <br /> <br />.
