of high contaminants working the way into water supply; partners: USGS
lab, CO School of Mines Research facility, keyed into looking at emerging
contaminants; want to look at risk posed by these contaminants; wants to
bring this forward as a more formal presentation.
2) Jim Yahn: Ovid Reservoir: the community has come up with money to
purchase water rights, property, engineering and legal work done up to this
point from GASP; initially, will come forth with request for study re:
engineering design, developing partnerships; thus, hopes to bring forth
proposal at next meeting.
3) Traci Bouvette: Chatfield Reallocation presentation
Frank Eckhardt makes a proposal based on the fact that the EIS project has
changed because of money shortage; Frank requests that the Board look at
an urgent request for the money to suppOli this funding.
Traci: The issue at hand is the fact that, although this was presented in
November meeting, the funding has changed in the last week and thus the
application was not presented. Brief summary distlibuted. Currently, the
project is stalled because there has been a change in the federal funding
because of inaction in 1091h Congress. The US Army Corps of Enginners
estimates a need for $620,000 to complete the EIS to put wet water in
Chatfield; thus current request for the funding gap of$130,000 would be
split between the Metro Basin Round Table and the South Platte River
Basin Round Table with a request of $27,000 to the South Platte River
Basin; percentage is based on percentage of users of the additional storage
space in the Metro Basin and the South Platte Basin. The challenge is the
urgency: money needed by end of 151 quarter; if EIS is not completed,
project will not move forward until after next presidential election. This
project meets all of the requirements for the 179 criteria; taking an existing
facility and managing it for multiple benefits; local solution: storing water
from South Platte River; no trans mountain diversion. Needs approval for
this project to be put forth in our basin account: $27,000.
Jerke: Recuses self because he is a shareholder on Western Mutual Ditch
CO; asks Jim Yahn to take over meeting.
Yahn: Need a motion for a special request to suspend the rules of
presenting application for 179 money one week prior to the meeting at
which time said application would be voted on.
Walter Knudsen: Motion for a special request to suspend rules of
presenting applicaton for money.
Bruce Gerk: Second
No discussion
Vote: A yy. . . unanimous
Motion passes
Les Williams moves for approval of the $27,000 and to give suppOli for
this Chatfield Reallocation.
Larry Howard seconds
Yahn calls for discussion
Webster Jones: Please explain yield of this amount of storage in Chatfield

7
