Dear Mr. Dorsch:

This letter is an official request for the Metro Wastewater Reclamation District (MWRD) to
participate as a cooperating agency for the Chatfield, Colorado Storage.Reallocation Feasibility Report
and Environmental Impact Statement (ElS), The MWRD has special expertise regarding water quality,
recreational, and environmental aspects of the South Platte River downstream from Chatfield Dam and
expertise in overall water management.

This letter provides the general expectations for the interactions anticipated to occur between the US
Army Corps of Engineers, Omaha District (Corps) and MWRD as a cooperating agency during the
preparation of the Feasibility Report/ElS. The Corps may assign tasks, request information and data
related. to your agency's area of expertise, invite help in identifying and quantifying significant resources,
request assistance in identifying impacts to resources, and ask for your participation in other areas, The
Corps may also request early review of documents, including two week reviews of chapters as they are
compieted. In order to focus on completing the Feasibility Report/EIS, it is to be understood that
documents receiving early review are works in progress and are not to be released outside your agency.

The Corps requests you provide a point of contact to represent MWRD for actions as a cooperating
agency, Ms. Elizabeth Peake will serve as the Corps contact for all items related to the National
Environmental Policy Act. She may be reached at [phone].

The MWRD is invited, but not required, to attend general Chatfield Reallocation project study
meetings, held approximately once per month and coordinated by the Colorado Water Conservation
Board, .the non-Federal sponsor o{the Feasibility Report/EIS. The MWRD may be. requested to
participate in one or more technical working groups which.are formed and meet on an as-needed basis, .
Agendas will be emailed to the point of contact named by MWRD in response to the request in the
.4 previous paragraph.

The Corps anticipates the successful interactions between our agencies will enhance the analyses in
the EIS and ensure the scope and content of the ElS will adequately address any potential impacts of the
proposed action. However, it is understood that MWRD's agreement to serve as a cooperating agency
will not preclude nor abridge its ability to independently comment regarding potential effects on the
environment of the proposed actions and reasonable alternatives. Feasibility Report/EIS review efforts of
MWRD are not reimbursed by the Corps.

For the administrative record, the Corps requests a letter from the Metro Wastewater Reclamation
District stating formally whether you agree to be an official cooperating agency and providing the name,
telephone and facsimile numbers, email address, and mailing address of each point of contact. Please
