Clayton Way <br />Centennial, Colorado 80122 <br /> <br />Dear Ms. Fox: <br /> <br />This letter is an.official request for the Chatfield Basin Conservation Network (CBCN) to participate <br />as a special technical advisor for the Chatfield, Colorado Storage Reallocation Feasibility Report and <br />Environmental Impact Statement (EIS), Advisory input and research data from CBCN were requested by <br />several representatives of Cooperating Agencies for the Feasibility Report/EIS. Data previously collected <br />by your organization from within the Chatfield drainage basin that were identified as having special value <br />include Geographic Information System (GIS) mapping and information pertaining to riparian open space <br />areas, riparian wildlife habitat, and potential mitigation sites for Preble's meadow jumping mouse habitat. <br /> <br />This letter provides the general expectations for the interactions anticipated to occur between the <br />U.S. Army Corps of Engineers, Omaha District (Corps) and CBCN (including its contractors) as a special <br />technical advisor d~ring the,preparation of the Feasibility Report/EIS. The Corps may assign tasks, <br />, . i.. ~ .' , ~ ; , . <br />request information and data related to your organization's area of expertise, invite help in identifying and <br />quantifying significant resources, request assistance in identifying impacts to resources and potential <br />mitigation options to offset significant impacts, and ask for your participation in other areas, The Corps <br />may also request early review of documents, including two week reviews of chapters as they are <br />completed. So that the Corps can focus on completing the Feasibility Report/EIS, it is to be understood <br />that documents receiving early review are works in progress and are not to be released outside your <br />organization. <br /> <br />The Corps also requests that you provide a point of contact, and alternate point of contact if desired, <br />to represent CBCN for actions as a special technical advisor. Ms. Elizabeth Peake will serve as the Corps <br />contact for all items related, to the National En~iro~mental Policy Act. She may be reached by telephone <br />at (402) 221-4474; by facsimile at (402) 221-4886; and by eniail at elizabeth:b~peake@us~ce.army,mil. <br /> <br />" <br /> <br />CBCN is invited, but not required, to attend general Chatfield Reallocation project study meetings, <br />held approximately once per month and coordinated by the Colorado Water Conservation Board. Your <br />organization may be requested to participate in one or more technical working groups which are formed <br />and meet on an as-needed basis, Agendas will be emailed to the point(s) of contact named by CBCN in <br />response to the request in the previous paragraph. <br /> <br />The Corps anticipates that the successful interactions between our organizations will enhance the <br />analyses in the EIS and ensure that the scope and content of the EIS will adequately address any concerns <br />your organization may have about the proposed action. However, it is understood that CBCN's <br />agreement to serve as aspecial technical advisor will not preclude nor abridge your organization's ability <br />to independently comment regarding potential effects on the environment of proposed actions and <br />reasonable alternatives, Feasibility Report/EIS review efforts of CBCN are not reimbursed by the Corps. <br /> <br />- <br />
