<br />7. If severe flooding is occurring inform Chairman or Chairman Pro-tern of Board of <br />Directors. <br />8. If severe flooding is occurring notify CWCB and Colorado DEM. Discuss <br />possibility of putting aerial photographer on stand-by. Only Browning and <br />McAuliffe can authorize CWCB funds for aerial photography. <br />9. Maintain written record of all actions taken using the log form in the appendix. <br />3. AFTER A FLOOD HAS OCCURRED <br />A. If a serious flood has occurred the Executive Director, or his designee, shall consult with <br />affected local governments and the Chairman or Chairman Pro-tern to determine if a <br />flood disaster exists (Paragraph 6.5 ofFDMP). <br />B. If a flood disaster exists $10,000 is immediately available to implement all or portions of <br />this plan (Resolution #16, Series of2004). <br />C. Notify and brief Board members on flooding event. <br />D. Coordinate aerial photography with the CWCB and Colorado DEM (Paragraph 5.1 of <br />FDMP). <br />E. Appoint a staff member as public information officer (PIa). All District statements <br />should be coordinated through the PIO. PIa should coordinate District statements with <br />those of Colorado DEM, CWCB and local authorities, as appropriate. PIa should verify <br />contacts and phone numbers in the "After-the-Flood" press materials prior to releasing it <br />to the local news media (see File No. 0408.05. and the illustration attached to this SOP). <br />Assist Arvada, Boulder County, and Denver with distributing their Flood Protection <br />Handbook, as appropriate. <br />F. Consider using LRE for documenting flood outlines and high water marks. Coordinate <br />this with local governments (Paragraph 5.1 ofFDMP). <br />G. Inspect any affected District-funded flood control facilities and/or District maintained <br />facilities for effectiveness and damage incurred. Consider using the consultants who <br />designed the facilities. Take pictures to document damage or lack of damage. <br />(Paragraphs 5.1, 5.2 and 5.6 ofFDMP). If the damaged facility is a Federal Flood <br />Control Works (FCW) Project, notify the Corps of Engineers within 30 days of the flood <br />event to request rehabilitation assistance under Public Law 84-99. <br />H. Contact researchers at the University of Colorado, Natural Hazards Center <br />to begin an evaluation of the effectiveness of the District's notification program in <br />reducing loss of life and damage. (Paragraph 5.3 ofFDMP). <br />1. University researchers can also be used to evaluate effectiveness of District-funded flood <br />detection and flood warning plans if any were in effect in the flooded area. (Paragraph <br />5.4 ofFDMP). Other District consultants can also be used. <br />J. Contact USGS and ask them to determine flood discharges.
