IBCC Report: <br />Eric Wilkinson: <br />--IBCC approved By-Laws with minor changes; Charter and By-laws now in <br />place; <br />--Discussion re: working groups: 1) subcommittees: education and outreach <br />programs; consensus that there are multiple entities focusing on education: <br />how to utilize those efforts without compromising those entities' outreach <br />efforts or IBCC <br />--Needs assessment assistance: how best to approach needs of various <br />roundtables; Wilkinson volunteered for this subcommittee; idea of single <br />contractor statewide was discussed and seemed to be supported to provide <br />uniformity state-wide; discussion on applicability of SWSI results and how <br />those should be utilized to move forward with uniformity; <br />--Discussion re: criteria guidelines for utilization of funds for SB 179: Water <br />Reserve Account: Criteria for disposition of funds must be developed jointly <br />by IBCC and CWBC; South Platte Roundtable discussed these criteria at end <br />of meeting; see notes at the end of these minutes on South Platte preference <br />vis a vis criteria for SB 179 funding; <br />-- Discussion of use of facilitation team by IBCC; consensus of group that a <br />facilitation team is beneficial; DNR will procure those services; if individual <br />roundtables want to utilize facilitators. <br />--Next Meeting ofIBCC: August 9 in Pueblo; Morning meeting in order to <br />coincide with the AK Roundtable; SWSI Phase II will take place then. <br />--re: need to decide on proxy or alternate; if we have alternate, that alternate <br />must be committed to being there at all meetings; what direction would our <br />reps suggest; seek direction from Russell George of what other roundtables <br />are doing; <br />-- If the roundtable chooses alternates, those alternates must be in attendance <br />at all times so that they are fully up to speed at any time; as per proxies: <br />likelihood that either Shimmin or Wilkinson absent at anyone time, unlikely, <br />so either Shimmin or Wilkinson could be each other's alternate. <br /> <br />Mike Shimmin: <br /> <br />1 <br />
