Hecox: I think that the two go hand in hand; the money issues seem to provide an
incentive to energize the process; the State is asking all of us to volunteer so much
our time. . . the water supply reserve account gives a venue for this to happen; this
seems to allow those people who are large-vision oriented to cooperate with those
who are very pragmatically oriented who are focused on solutions and looking for
actual projects; thus, seem that the two go together.

Jerke: Shall we have Eric Hecox and DNR work up a summary sheet, distribute
to officers and others interested for comment?

Hecox: If people want to be included, please send email to me so I can include on
list. [e-mail]

All in agreement.

B. Groundwater Sub-Committee report:
Bmce Gerk, Greg Kenerhan, Richard Mann, John Stencel, Ralf Topper
--Joe Frank reports:
Sub-committee members have not met since last meeting; email has been
sent to Topper and Andy Moore to ask for information on the scope of
work on their consultant; AK Basin Roundtable has just now met; Joe
Frank has just received email and will be moving forward after this
meeting. Joe comments on thought that the storage of the South Platte
groundwater in the alluvium, high expenses and low yield and that this
should be spelled out in this repOlt; Andy Moore had asked other
questions about other tributaries or other identifiable areas for possible
projects; will report next meeting.

--Hecox: This task was given to CWCB and CWCB suggested that the
roundtables be consulted. Scope of Work will be distributed and
comments solicited. CDM will be used because of previous work on
groundwater.

C. Legislative Report - Update on interim water committee activities
Hecox: there is another interim water committee meeting tomorrow and
Russel George and Eric will be there to report on roundtable process;
Hecox thinks that they may be considering a bill on CWCB conservation
section; might consider a bill that gives them flexibility to move some
money between accounts; does not know if there is any controversy.
