Selection of nonvoting members. <br /> <br />10 individuals have sent in resumes and/or put name as candidate for position: <br />Courtney Brand, Doug Kemper, Mark Koehlber, Dave Little, Stan Murphy, Richard <br />Ranies, Steve Simms, Chris Trees, Jay Winter and Manual Montoya <br /> <br />Motion: Les: Allow all 10 people who have submitted resumes be non-voting members <br />Discussion and introductions; background of candidates. <br />Discussion on whether the Round Table wants to be inclusive or to follow <br />statute: statute suggests that we only vote on 3; open to interpretation. <br />Motion does not pass. Round Table will vote on three non-voting members. <br /> <br />Per statute, these need to be top 3 vote getters who have water rights in the basin. <br />So five eligible members: <br />Courtney Brand <br />Doug Kemper <br />Mark Koleber <br />Dave Little <br />Manuel Montoya <br /> <br />1) Courtney Brand: CO Springs Utilities, Water Resources; in Arkansas Basis; CO <br />Springs has water rights and facilities at Montgomery Reservoir at headwaters of <br />South Platte; CO Spgs has Jr rights and has water rights in Blue River; <br />Montgomery Reservoir is reservoir for pipe; previously-water was run to Lake <br />George; still have diversion point at Lake George to Blue River Pipeline; thus, <br />based on bylaws and criteria in Act, would like to be considered as non-voting <br />members. <br /> <br />2) Doug Kemper: Aurora Water has had water rights on South Platte Basin for <br />nearly 50 yrs; half of city's water supply comes from South Platte and most of <br />city's future depends on South Platte Basin; Aurora has interests in South Park <br />and Brighton. Operates Spinney Mountain Reservoir in upper South Platte; future <br />is tied to South Platte River. Aurora proposes that a staff member be considered <br />for nonvoting candidate; Steve Simms, contract attorney with city, will withdraw <br />name. <br /> <br />3) Mark Koleber, City of Thornton; headwaters of Buffalo Creek and Geneva Creek; <br />also water rights on lower South Platte with confluence of Poudre; have <br />developed extensive gravel pits; he serves on number of boards for development. <br /> <br />4) Manual Montoya: GM for FRICO and Burlington; divert 50,000 ac ft per year; <br />divert water from Denver Metro, Clear Creek and Stanley Lake; South Boulder <br />Creek and Marshall Lake. Wants to serve because his company is converting <br />from ag to municipal over the last 25 years. FRICO experience is ameliorating <br />with cooperative relationship with Northglenn, Thornton, Denver and others. <br />They have a cooperative spirit as they change focus from AG to Municipal. <br /> <br />4 <br />
