<br />Minutes of the South Platte Basin Round Table Meeting <br />Tuesday, 11/15/05 <br />Greeley, Colorado <br /> <br />Meeting begins 4:20 pm, 11/15/05 <br />. Introduction: Bill Jerke, Chair <br />. Agenda reviewed and approved: <br />o Review of Membership list <br />o Bylaws: Discussion and Adoption <br />o Non-Voting Members: Introductions, Discussion and Selection <br />o Presentation of SWSI Information <br /> <br />Bill 1. summarizes candidates for non-voting members; discussion ensues about whether <br />the Round Table should expand the interpretation of the statute beyond the number <br />"three" stated in the statute. <br /> <br />Motion: Steve Spann moves to vote on additional nonvoting members following the <br />discussion and adoption of the bylaws; Harold Evans seconds; motion passes. <br /> <br />I. Discussion of Bylaws: <br />Steve Simms presents summary of draft of bylaws and the explanation of the process: <br />Members have copies of bylaws as well as summary. <br />Simms reviews: <br />1) Eric and his staff from Natural Resources prepared a template bylaws that many <br />roundtables are using; much of that is set forth in the statute; modified fi'om 10 <br />pages to 5 pages; parts will be dealt with separately; <br />2) Preamble: Reference to the statute; purpose is to govern the deliberations; thus, <br />many of the goals and purposes are provided; this is an organizational document; <br />3) Section 1 of Article 1: Selected office and address: is Board of County <br />Commissioners in Weld County; <br />4) Purpose, goals and objectives will be decided in later meetings ofRd Table <br />meetings; these will be dealt with separate resolutions; need subcommittee to <br />draft these for consideration by Round Table; (subcommittee volunteers are listed <br />below in these minutes) <br />5) Article 2 per Statute: of note: Terms: All shall serve a term of5 year terms; how <br />to stagger: All parties appointed by counties: 3 years; All municipalities: 4 years; <br />everyone else: 5 years. Thus, if your term comes up, reelected or appointed for <br />another telm of2 years: Other ideas were alphabetical, etc. Discussion: we will <br />know in 3 years if this Rd Table will be efficacious; <br />6) Article 3: Template suggests 2 Vice Chairs; these bylaws suggest 151 Vice Chair <br />and 2nd Vice Chair; suggestion of 1 Vice Chair did not seem wise because in a <br />group like this the more officers the better because of amount of work. <br />7) Qualifications per the statute: if disqualified as member, no longer officer; <br />8) IBCC Reps in this section because this section provides for bylaws; <br />9) Section 7: Terms of2 years; <br /> <br />1 <br />
