The structures
identified by NRCS are all in poor conditions and in need of replacement. Structures in
good to fair condition along these reaches were not evaluates by NRCS. The number of
structures along the Rio Grande River may vary, based on further field investigation.

The extent of evaluation that will occur along the Upper Colorado River Basin is
contingent upon the number of structures encountered along the Rio Grande River.
The consultant will complete the Rio Grande River section first and then will determine
the remaining funds available to complete the Upper Colorado River Basin.

1) Research and planning - Complete by May 1,2006
a) Review data provided by CWCB.
b) Plot the location of structures on USGS quad sheets and plan access routes.
2) Participate in a public meeting, to be held in the City of Alamosa, informing the
public, ditch companies, districts, and surrounding communities of the intent of the
project, and the time and locations when the information will be collected, and to
additionally obtain any helpful information towards the development of the project.
This meeting is tentatively scheduled to be held the last week of April 2006.
3) Field inventory - visit each project site to make measurements, note structure
condition and take pictures. Tasks will include:
a) Field observation
b) Measure and sketch
c) Photographs
d) Notes regarding condition of the structure and needed repairs
Complete by May 15, 2006.
4) Report - prepare a report summarizing procedure and work effort. Prepare
conceptual repair plan and conceptual level opinion of probable cost for each
structure. The repair plan may be in narrative and/or graphic form. The report will
include:
a. Narrative describing inventory process
b. Location map
c. One-page summary for each structure
d. Structure field sketches
e. Photo log
f. Observation report
g. Conceptual repair plan (narrative and/or graphic)
h. Conceptual level opinion of probable cost to repair or replace
Complete by June 1, 2006
5) Geographic Information System (G.I.S.) - The data collected for each structure will
be entered into GIS using ARCView. The base maps used for the GIS will be from
public domain data that is readily available from the internet. The GIS database will
include data for each structure and an Adobe Acrobat PDF file the will be linked to the

Olsson Associates

April 2006
