• Ryan Gulch Spillway Rehabilitation Study � <br />Plan of Study <br />Page 3 <br />Task 4 - Alternative Evaluation <br />Objective: <br />The alternatives identified in Task 3 must be evaluated to distinguish the differences between the alternatives <br />and to formulate up to three sound system alternatives. <br />Methodology: <br />1. The plan elements will be formulated into system alternatives. The six eva(uation factors used by the <br />CWCB will be used which include the following: <br />a. Description of project outputs or yields; <br />b. Project costs including capital costs, annual costs and cost per unit of output; <br />c. Impacts on the man-made environment, the naturai environment, and existing sociat structure; <br />d. The financial feasibility of the proposed project as measured by the project sponsor's ability <br />to repay alt reimbursable costs; <br />e. Institutional requirements for project implementation; and <br />f. Any special technical problems which should be taken into consideration during the study. <br />2. An evaluation of institutional considerations will be undertaken to obtain compliance of governmental <br />agencies and/or other parties to allow project implementation. Each major institutional considerations <br />will be described in the study report. The results will be presented in a summary table format <br />indicating the type of action required. <br />• 3. A comparative evaluation will be performed, with the Company's assistance, which wil( compare each <br />alternative with all of the other proposed alternatives based on cost, impacts and institutional <br />considerations. <br />4. The project sponsors will be given the opportunity to incorporate their comments and suggestions into <br />the altemative development phase of the study. Two presentations will be given to the Company to <br />incorporate their input into the alternative selection phase. <br />Products.• <br />1. A memorandum wiil be prepared describing the methods used in evaluating the alternative elements <br />including institutional considerations. <br />2. Formulation of plan alternatives and the identification of a recommended alliterative for the project. <br />Task 5 - Financial Analysis <br />Objective: <br />A detailed financial program is required by the CWCB for project funding. The financia( program describes <br />financing arrangements and the sources and uses of funds for the entire period of dept retirement. <br />Methodology: <br />1. Identify and describe methods of proposed project financing which could include CWCB loan, loans <br />from other agencies, or bank notes. Repayment periods and interest rates associated with each type <br />of financing will be described. <br />2. Ultimate sources of funds for repayment of costs will be described in the study report. The repayment <br />funds may include assessments, water saies and grants. <br />• 3.
