<br />~ <br /> <br />NRCS is willing to help develop funding sources. and provide more assistance for environmental <br />investigations. <br /> <br />Fetcher: We would like to see a show of support to continue work on project. The Colorado Water <br />Conservation Board will provide funding on a loan basis. The interest rate is 3.5% for 20, 30. or <br />40 year loans. The Upper Yampa W.C.D. is willing to put in a chunk. The Upper Yampa W.C.D. <br />board: Tom Sharp. Sam Haslem, Wes Signs. Jim Funk: is interested in this project. It is not too <br />early to start working on putting money together. <br /> <br />Davey: In addition to providing the design. NRCS may be able to provide some money through the <br />EQIP or WHIP programs. <br /> <br />Monger: How much money per acre? <br /> <br />Blakeslee: More detail is needed. we don't know what we are committing to. <br /> <br />Fetcher: We are not asking for a commitment at this time. but we do need encouragement. <br /> <br />Culver: So far. we are getting a lot of information free of charge, it would seem stupid to turn <br />that down. <br /> <br />Booco: Can this be continued at no cost to the ditch companies? <br /> <br />Davey: Yes. The ditch groups need to discuss the alternatives. should the Gibraltar be included? <br /> <br />Funk: Which alternatives do you like? <br /> <br />( <br /> <br />Richard Williams: Can these graphs be made available? <br /> <br />Davey: Yes. Copies will be provided to each ditch group. Mlnutes from this meeting will also be <br />mailed to everyone who received an invitation or attended this meeting. <br /> <br />Signs: Currently we have five ditches. These are not really companies. and are open to <br />liability. Incorporation should be considered to limit liability. <br /> <br />Booco: The Shelton Ditch has been incorporated. <br /> <br />Holt: In order to remain a legal corporation. renewals must be made annually to the secretary of <br />state. <br /> <br />Fetcher: The next meeting will be held to zero in on one or two alternatives. <br /> <br />Monger: If district is formed, will there be a mill levy per acre? What portion of the cost will <br />the landowners bear? <br /> <br />Weaver: Is there going to be a mandate to clean up rivers? <br /> <br />Fetcher: The next meeting will be held sometime after the holidays. <br /> <br />Meeting adjourned. <br /> <br />7 <br />
