<br />Blakeslee: Who will be responsible for reclamation of abandoned ditches? <br /> <br />Fetcher : Ditches that are no longer needed could be reclaimed as part of the project. <br />Blakeslee: What about property loss from enlargement of ditches? <br /> <br />Fetcher: I don't think we're talking about a lot of property here. but yes. some sacrifice will <br />have to be made. Acquisitiqn of right of way will be needed. <br /> <br />Sharp: Right of way (R.O.W) is necessary for maintenance. New R.O.W. would have to be acquired <br />through agreements or purchased. <br /> <br />Davey: Are right of way easements shown on legal descriptions? <br /> <br />Sharp: Most of the time something is mentioned about allowing maintenance, but is not described <br />as a specific width. <br /> <br />Signs: There is a right of use, but it is not specific. <br /> <br />Booco: With the Shelton on the tail end of this project. seepage losses could be significant. <br /> <br />Davey: How losses are divided will need to be looked at. <br /> <br />Davey then introduced Dan Crabtree from The Bureau of Reclamation. <br /> <br />Dan commented that this is one of the better attended meetings that he has been to. and was happy <br />to see this much interest. Dan went on to explain the Bureau's current and potential role with <br />this project. <br /> <br />The Bureau has agreed to provide surveying services that have an estimated value of $34.000. This <br />amounts to three weeks worth of work by their surveying crew. So far the crew has been up for two <br />weeks. and plan on being here the week after Thanksgiving. Their intent is to provide a detailed <br />topographic map and computerized survey data. that the NRCS can use to design the project. <br /> <br />Dan said he was encouraged to hear that some consideration was being given to forming an <br />irrigation district. as this could open a lot of doors as far as getting grants and loans. <br /> <br />The Bureau of Reclamation may be able to provide up to $25.000 for small projects. <br /> <br />Dan held up some pamphlets he brought. and said anyone interested could have them. Pamphlets <br />included: Landowner Guide for Incorporation. Buying Irrigated Property, and the Field Services <br />Program. <br /> <br />Davey introduced Tim Sweeney of NRCS. <br /> <br />Sweeny: Where do we go from here? The effects component and environmental laws will affect this <br />project. Much additional investigation will be required. <br />NRCS has agreed to provida,the design. even if they cannot provide any cost share money. <br /> <br />The survey work being provided by the Bureau is also a big help. <br /> <br />Where to look for more money? The 3.5 percent interest loan from the Colorado Water Conservation <br />Board is a good opportunity. 319 funds from the EPA are a possibility. State grants and GOCO <br />money should also be looked into. The Upper Yampa Water Conservancy District has already agreed <br />to provide significant financial support. <br /> <br />If approved, this project would provide a more reliable source of water. and eliminate much of the <br />time spent working in the river. <br /> <br />6 <br />
