<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Executive Summary <br /> <br />This study examines the feasibility of alternatives to provide a new low-level outlet system <br />for Boyd Lake Dam; and demonstrates the technical, financial, environmental, and institutional <br />feasibility of the alternatives. The project will be funded by the Greeley and Loveland Irrigation <br />Company (Company). The Company is requesting funding through the Colorado Water <br />Conservation Board (CWCB). The study has been prepared in conformance with requirements for <br />funding of the CWCB and the dam safety regulations of the Colorado State Engineer's Office (SED). <br /> <br />Boyd Lake Dam's outlet system consists of two outlets, an upper outlet, known as the high- <br />level diversion and the primary outlet, which will be referred to as the low-level outlet works. In <br />order to construct the low-level outlet, the water surface elevation must be lower that the intake <br />elevation for the low-level outlet to avoid an extensive and costly cofferdam system. Due to recent <br />drought conditions, the current water surface elevation is well below the low-level intake and it <br />expected to remain low this summer. For this reason, it is advantageous from both a cost and water <br />operations perspective to construct the low-level outlet before the beginning of the irrigation season <br />in 2004. The purpose of this report is to gain funding for construction of a new low-level outlet <br />works. <br /> <br />The existing low-level outlet works conveys water under the Greeley and Loveland Irrigation <br />Canal to a discharge point approximately 1,800 feet downstream of the dam. Portions of the outlet <br />works are currently deteriorating and collapsing and are no longer capable of operating efficiently. <br />The SED is aware of the outlet condition, however, they have not directed the Company to replace it. <br />The SED is expected to restrict the reservoir in the near future due to the condition of the low-level <br />outlet and the Company is planning on replacing it before the restriction is mandated. <br /> <br />Boyle has developed three alternatives for the low-level outlet works. Due to its condition, <br />Boyle recommends that the entire outlet be replaced instead of being rehabilitated.
