Additionally, a hydraulic analysis indicates that SED requirements of draining the top 5 <br />feet of the reservoir in 5 days (see section F.l, Flood Hydrology) cannot be met. Photographs of the <br />low-level outlet works and reservoir are included in Appendix A. <br /> <br />D. Water Demands <br /> <br />The scope of this project includes the replacement of the existing low-level outlet works with <br />an efficient operating structure. No additional water supplies will be developed in connection with <br />this project. No new or increased diversions will be made and no additional storage capacities will <br />be created. The use of the water will not change as a result of this project. The project will not <br />increase the Company's water storage or supply. <br /> <br />E. Project Lands <br /> <br />The Greeley and Loveland Irrigation system will not change as a result of this project. This <br />project will not broaden the Company service area and will not provide for the irrigation of any new <br />lands. <br /> <br />F. Hydrology and Water Rights <br /> <br />F.l Flood Hydrology <br /> <br />Flood hydrology is not required to size the outlet system. The outlet system must be designed <br />per rule 5 .A.(7)( d)(I) of the "Rules and Regulations for Dam Safety and Dam Construction" which <br />states: "The outlets for Class I dams shall be capable of releasing the top five feet of the reservoir <br />capacity in five days... In addition, outlets shall be capable of passing inflow to the reservoir with a <br />minimum of 10 feet of head, in order to meet the demands of downstream senior water rights, and <br />the owner's release requirements." <br /> <br />As mentioned in Section C of this chapter, the existing system does not meet SED <br />requirements; draining the top five feet of the reservoir in five days.
