The Company also owns and operates a pump station located on the southeast
side of the reservoir, which contains two 350 Hp pumps that are capable of pumping an average of
approximately 120 cfs into the Canal.

A report dated January 23, 2002 by Gauthiere Engineering to the SED describes the
deficiencies for both the high-level diversion structure and the low-level outlet works. The report is
presented in Appendix D. Deficiencies for .the low-level outlet works are based on a field Inspection
conducted with the SED on October 11,2001 and include the following:

. Longitudinal and circumferential cracks in portions of the tunnel

/
j

. A large hole in the arch, which was repaired with wood

. Various leaks throughout tunnel, one estimated to be 2 GPM

. A one- to two-foot layer of sediment throughout the tunnel

The report states that the arch section, portion of the low-level outlet works, which is located under
the dam, is in need of replacement.

Gauthiere Engineering's report focuses on the portion of the low-level outlet works that
crosses under the embankment. Based on review of this report and site inspections conducted by
Boyle Engineering, we believe that the entire low-level outlet works needs to be replaced.
