Briefly describe the type of service to be purchased and identify who is the direct <br />beneficiary . <br /> <br />No direct benefit to the state will be realized. The P.O. will be used to transfer funds <br />to a group or an individual to evaluate the feasibility of a water resources project or <br />iffiprovement. <br /> <br />2. Are there any specific statutory citations which require an outside contractor to provide <br />this service? If yes, cite statute. <br /> <br />There are no state statutes that require the Board to hire an outside contractor, but there <br />is authority for the Board to make feasibility and reconnaissance level studies and to <br />contract for such services. See the following statutes: <br /> <br />. Section 7 of lIB 95-1155 (the 1995 Session Laws are not yet published) <br />authorizes the Board to contract for services and expend up to $50,000 to <br />continue the Small Dam Site Reconnaissance Program. HB 95-1155 was <br />approved May 4, 1995. A cdpy of the bill is attached. <br /> <br />SECTION 7. Small Dam Site Reconnllli!l.~nce Program - continuation. The Colorado <br />water conservation board is hereby authorized to continue its field recOnnlli~ce study of <br />potential small dam sites in Colorado and to increase, the level of technical assistance <br />available to small organizations interested in constructing small new storage facilities and for <br />rehabilitation or enlarging existing facilities.
