Dale Pizel – the reservoir has been a problem. We can pay a little at a time
or FIX it! Would love to see a long term fix
Mike Gibson – Roundtable funds – no other funding available, competitive
funds. Fo r the San Luis Valley Irrigation District to take on debt for this
project is impractical – this would be a good use of the money.
Ray Wright – Frustrating for SLVID to fund over the years! Do it Right?
Having a small group of farmers fund – will not happe n! Most engineering
efforts over the years have not been successful – let’s try to do with some
certainty that it will work.
Pet e Clark – Feasibility analysis . Find out if this will be a long term fix –
analyze everything – Study – Not Project.
Mel Getz – Compact delivery schedules; 130,000 AF of storage in these
calculations – need to get reservoirs back into shape to meet full capacity.
Zeke Ward – money available now – not later. In best interest of the Valley to
do it now.
Mike Sullivan – this is a g ood project, good use of 179 Funds.

A motion was made by Doug Shriver, seconded by John Shawcroft that the
Roundtable approve this request. Charlie Spielman asked that the motion
include the statement that this Roundtable was firmly behind this project.
Motion so amended, put to a vote and carried unanimously.

3. “Groundwater Studies – Location of Hydraulic Divide and Groundwater
Measurements” – Steve Vandiver, Rio Grande Water Conservation District – HB
1400.
Subdistrict #1 – north of the River, Farmers Un ion Canal, Rio Grande Canal, San
Luis Canal – 1500 - 1600 sprinklers. Board of Managers met many times and
identified the issues – Hydraulic divide? Does it still exist, if so, where is it? This
is a huge question after the last few years. Will there be a n impact to the River
from pumping in Subdistrict #1 – this has to be answered before approval of the
Subdistrict. Steve handed out a proposal whereby Davis Engineering and CDM
(Camp, Dresser & McKee) would study water table levels. Allen Davey noted
tha t the handout described the location of monitoring wells south of the River and
Subdistrict #2. Time is of the essence – studies have to be done during the
winter when pumps are not being pumped – it is imperative that a baseline be
established .
Cindy Med ina – will this help other subdistricts? What are the benefits?
Steve Vandiver – map shows area is site specific – Del Norte to Alamosa, won’t
impact Conejos or Saguache.
Mike Gibson – Won’t preclude other Districts trying to form.
Mike Sullivan – Subdi strict #1 a trailblazer, will be able to get others set up.
Need to move forward to give subdistricts a target to shoot for. Allen correct –
need a baseline now!
Doug Shriver – Wells in the unconfined – more direct affect on River?
Ray Wright – Allen is working on the Rio Grande Decision Support System
model.
Cindy Medina – who will be the fiscal agent administer ing these funds?
Page 4 of 5 RGBRT Minutes

January 9, 2007
