Mike G - They shou ld present their project in ligh t of requirements and competitiveness Ray - we will accept and review apps at any meeting — but recommendations will be made at final meeting 2 months prior Fred - pos s i bly get a provisional approval at time of presentation and then at final meeting make a final selection Mike - will accept presentations at any time — final review at two meetings prior to the 90 day advance of CWCB deadline Ray - if we get word out, may find that over the next couple of years, there are a number of groups considering funding requests might be a good thing for us to keep in mind Mike will put together an outline for the C ompetitive F unds time frame Non - competitive funds Mike - can be considered by CWCB at any meeting, but need to have at least 60 days in advance — how do we d eal with these? Already have spent about $ 75,000 to date — Greg - will never get enough education — don’t judge projects against one another Rio - big rocks - little rocks in a jar metaphor — important to be sure the “big rocks” — ie top priorities are funded, and that the “little rocks” don’t take up all the resources, leaving insufficient resources for the most important things Ray - wish list idea — need to id entify “big rocks” and if they can’t get their act together, may lose out — but develop an overall stra tegy — Mike - options — could consider at certain meetings — maybe should consider money for non - competitive projects at all meetings Fred - proposed a monthly allocation — if not used, carry forward Mel - need to consider applications on merit – if presented in advance enough to consider and approve at will rd th Fred - as least be sure to have some money left in the 3 and 4 years Rio - need to be strategic and be sure to fund critical items in a timely manner Page 7 of 8 RGBRT Minutes February 13, 2007
