Restoration Project and many more, to protect land and water along the river corridor <br />through voluntary, incentive based means. Working to raise substantial f unds to give <br />landowners an alternative to development and keep land and water use patterns intact <br />along the river, keeping agriculture viable, protecting wildlife habitat and keeping the <br />scenic beauty of the area intact. — Asked Roundtable for a letter of s upport — have <br />received support from all four counties & RGWCD — will come back with $ request later <br /> <br />Doug — noted , that given the pressures on the river corridor — it’s important to do what <br />we can through incentive based process of land and water protection - give n HCP — this <br />moves us forward into the next generations — support s RGI <br /> <br />Fred — w here is good urban development? <br /> <br />Doug - Master Plan process is most important place to direct growth <br /> <br />Charlie — D oes the Rio Grande Natur al Area designation achieve land protection? <br /> <br />Ra y — No, it attempts to work with private land owners on a voluntary basis but does not <br />prevent development and associated impacts <br /> <br />Mike G — N oted that the Rio Grande Natural Area designation was a compromise to <br />potential pressure to designate the Rio Grande in this area as “ Wild & Scenic ” — some <br />measure of protection and collaborative measures . Alamosa County Planning <br />Commission is just waking up to is sues and how to deal with these in the future . <br />Concerned citizens can influence - if river corridors get impac ted and impaired — what <br />we’re struggling with here is threatened. <br /> <br />Travis — moved to formally support the RGI with a letter of support <br />Charlie - second <br />Approved <br /> <br />New Business: <br />Discussion of Project Funding Process <br /> <br />Competitive Funds <br />st <br />Mike G — issue of process for formal assessment — do we fund the 1 20 projects unti l all <br />the money is gone — or develop a comp e ti tive process ? Currently p rojects have to <br />come to us no more th an 2 months before going to CWCB — should be 3 months in <br />advance to give applicant chanc e to go ba ck to drawing board - twice a year goes to <br />CWCB — March and June — should come to Mike for distribution at least 10 days before <br />a Roundtable meeting — <br /> <br />Ray — on right track — good for group to have at least two meetings to consider <br />proposals -- also think s that on co mpetitive grants — for our evaluations - applicants be <br />referred to web site and evaluative criteria as part of the introductory process be made <br />aware of criteria so their applications can be best structured — <br /> Page 6 of 8 RGBRT Minutes <br /> <br /> February 13, 2007 <br />
