Talk of all <br />kinds of res projects around the state — in SLV, we have all kinds of res ervoirs but they <br />are not currently being used as intended — discussed his tory of reservoirs, their past <br />uses and role in SLV <br /> <br />STEVE V — Addressed Mel’s letters — felt important for this group to understand — wants <br />to get together with Mel as #’s are vastly different from his — noted the changes that <br />have occurred including wells and aq uifer depletion, lawsuit with NM and TX re <br />compact, weather changes, decline in condition of reservoirs and other issues that <br />make today’s water situation very different <br /> <br />Rick Brown re Projects and Process <br />Thanked R ound T able for applications — great set of projects and creativity and diversity <br />of funding sources <br /> <br />Wanted to convey that hardest thing about a new grant program is accountability — at <br />$40mill ion pot of money — agen cy will be audited — there is an exchange of goods and <br />services and the state has to get something back <br /> <br />Drafted a review process for CWCB and encourage R ound T able to develop own <br />process <br /> <br />3 main things to look at: <br />1) eligible activity ? <br />2) meets threshold criteria ? <br />3) what evaluation criteria would the RT want to consider? <br /> <br />Committee came up w ith 20 criteria — thinks it’s too many — advocating today for R ound <br />T able to hav e its own process of evaluation as every Basin has its own priorities <br /> <br />Suggestions for Rio Grande: <br />- does this project help us sustain ground water aquifer = lens for all projects <br />- does it help sustain our economy from ag, industrial, domestic and environmental view <br />- how needs assessment group is looking at it — wetland resources may be a criteria <br /> <br />What is the vision for a RT or Basin? — these criteria should be closely connected to that <br />vision = what do you want $ to be used for ? <br /> <br />Seems to have been a perception that CWCB was going to control $ and were worried <br />about what lens they will use: message: YOUR REVIEW of this process is more <br />important than CWCB’s – aimed at helping us meet ou r vision for the Basin — he won’t <br />be judg mental about that — if R ound T able passes it on to them they will want to support <br />it <br /> <br />Take our role in the process as a critical review of the kinds of projects we want here — <br />in first round had more money than projects -- $4 mill ion worth of projects and $10 mill <br /> Page 5 of 7 RGBRT Minutes <br /> <br /> April 10, 2007 <br />
