<br /> <br />Old Business <br />? <br /> Re Indemnification of members, per the bylaws, Mike Gibson learned from Eric <br />Hecox that per AG’s office we are covered as a gov ernmen t agency and as <br />Volunteers of the State by Colorado Immunity Act, and thus cannot be sued. This <br />will be included in Bylaws . <br /> <br />? <br /> Mike Gibson reported that Eric Hecox is still trying to arrange funding to provide <br />members with a packet of water e ducation materials from the C olorado <br />F oundation f or W ater Education. <br /> <br />? <br /> Discussion of Wolf Creek proposed Village development issue : <br />- raised by Hinsdale County rep , Allen Brown <br />- could be a learning opportunity example about Colorado water law, aug mentation <br />plans , processes for water rights applications, opp ositions, etc. <br />- Question was raised about whether the Round Table is the place for an overall <br />discussion of this issue, in which case would want to hear all sides of the story - <br />Ray mentioned forum coming up in Mineral County <br />- Zeke Ward presented a brief hist ory of the development from the original land <br />trade with the USFS to now and Mineral County’s position in approving the <br />proposal. He added that Mineral County did not and will not attempt to address <br />water issues except through DWR process . <br />- Pete Clark offe red USFS perspective , stating that the time for input was in 1986 <br />at land trade and that w hen the USFS record of decision is released, it will <br />provide access to the private land. <br />- Rio de la Vista suggested that this be discussed as an example to learn about <br />the issues of land use and water and growth V alley - wide that are and will <br />continue to arise in many situations – and which Round Table members will be <br />dealing with in many contexts, from County level to agencies to citizens. <br />th <br />- Charlie suggested attendees to report back to group after the April 7 f orum in <br />Creede about the proposed Village. <br />rd <br />- Pete Clark noted that he had asked Forum to be postponed until after April 3 <br />when record of decision has been signed . <br />Next steps: <br /> Craig C otton offe red to present on D WR’s process and Mike G ibson will talk <br /> about augmenta tion, native water/transbasin water, process for subdivisions, etc. <br /> at future meetings, to provide information on how water rights are obtained for <br /> proposed developments. <br /> <br />? <br /> Mike Blenden announced recen t recognitions and awards to members of the <br />Round Table: <br /> - Ralph Curtis will receive the Wirth Chair (at CU Denver) Lifetime Achievement <br /> Award in Denver on April 12th <br /> Page 3 of 4 RGBRT Minutes <br /> <br /> M arch 14 , 2006 <br />
