Note that a copy of Craig’s power point presentation will be made available. <br /> <br />Report on IBCC Meetin g <br />Ray Wri ght reported on the meeting attended by him , Steve V andiver and Mike G ibson. <br />F o cus of Russ ell George is on creating charter to be approved by Legislature in curr ent <br />session - deadline is around end of June/first July , which relate to the p olitics around <br />B asin R ound Table s being funded by the legislature this year. George is v ery intent to <br />t ry and have Charter in place in order to have bill to approve and provide funding this <br />session . <br /> <br />The m eetings have expressed intent of participants to try and figure out what th is <br />process is capable of doing. Regarding the ability of the Round Table to cre ate <br />enforceable agreements, the participants were very frank about the role of the IBCC <br />and legislation and local ro und tables and realistic about authority or lack thereof and <br />potential for groups being credible in water decision making process . <br /> <br />Ray’s be lief at this time that the legislation did not give the Round T able s the authority <br />to bind anyone, rather it is a process to cr eate forum s for discussions between basins <br />that might prove valuable in streamlining agreements . If local groups were to seek <br />bin ding agreements, it would be their responsibility to bring togeth er those who can <br />actually be bound for such agreements . <br /> <br />Ray finds it to be a very thoughtful and wel l rounded group in Denver. They speak <br />openly and are all s till muddling along in process. He be lieve s they will be able to send <br />a Charter to leg islature and continue the R ound T able process but doesn’t think that the <br />product that will scare anyone or raise red flags. He thinks that i f it is going to work , it <br />will take a period of years and le arning to determine where B asin R ound T able s fit into <br />statewide process . <br /> <br />Ray reiterated that local members can a lways give input to our IBCC rep resentatives <br />re garding the role of the B asin R ound Table s in the statewide process . <br /> <br />Mike G ibson seconded Ray’s comments and sees it as an opportunity for our local <br />group to better understand water issues , education, etc. <br /> <br />Bylaws <br /> <br />The discussion raised some of th e same issues as IBCC regarding the authority of a <br />local Round T able. We will review the bylaws at April meeting in current state , with <br />possible sections left blank until further clarity is received from state level IBCC, and <br />hope to ratify <br /> <br />Membership Terms <br />A list of staggered terms for members was presented by Mike Gibson, to simply vary the <br />length of term s. <br />Ray Wright moved to ratify as presented .
