6:20 Mike Sullivan reported on Rio Grande — running at 1300 CFS - because all
reservoirs have been emptied – Mount ain Home will probably be drained, Smith will
nearly be drained — latest forecast lowered by 5000 AF — looking at somewhat normal
Ind ex 290,000 AF at Del Norte — beats 2002 which was 144,000 total — 2003 314,00
est 435,000 total for year — 145,000 to come — we owe 107,000 to state line — delivered
62,600 so far

Conejos lowered index lowered 5000 and raised ___ 4000 — already 144,000 of
195,000 - 2 2,000 still owed
Elephat Butte 260,000 and expect to be at 0 storage by end of year
Sangre de Cristo set new record low
So far getting a bit more water than anticipated —

Mike G - returned to criteria discussion (GET COPY OF MEMOS AND INCLUDE WITH
MINUTES?)
Primary Question:
- __________
Ray - served on CWCB for many years, in Colorado many water projects that are
necessary for large metro areas have lots of funding sources, assured revenue stream,
etc. When working with CWCB construction funds, entities the y were trying to market it
to were too broke to afford — if could get projects studied and planned, then the loan
programs were helpful. Like multi - purpose studies and RT process that attempts to be
inclusive and get all stakeholders together. Studies cont emplating multi - purpose
projects were seldom contemplated, didn’t get groups or coalitions coming in for funds.
Rather set up for entities with revenue streams. For this, thinks that if there are Basin
priorities for projects that don’t have a revenue st ream and are multi - purpose, may not
have a single sponsoring entity — can reach out to broader public and other kinds of
projects

Travis — as Steve noted, there are funding sources for many entities, but thinks SB 179
can help fund other projects for smaller entities and front end studies, etc.
Page 3 of 11 RGBRT
Minutes

June 12 , 2006
