- isn’t necessarily money to “go build stuff” — see bill for description - stressed that it’s not
about building big projects, but to help smaller entities do feasibility studies and prepare
projects for their needs — hopefully this effort will help smaller districts have money to do
planning and prep for their priorities — also stressed that requests have to come from the
RT’s, not meant to be a “ top down ” effort rather driven by local entities in each basin,
not from Denver — stressed how important it is for each RT to develop its needs
assessment and bring that to the IBCC — may be hard to develop criteria before needs
assessment is complete, but will have to do both at the same time — must ask ourselves:
what are our most compelling needs and what requests can we make to address
these??? Everyone should right up theirs - what can we do to reduce demands? My
need is this ________ -- look at projects that can address that — over next 3 months max
so they can be presented

Travis — referred to tasks listed in minutes
Mike G — asks each member to think about the needs each see for their interests – write
up and send to Mike for Sub - Committee to discuss

Steve — thinks criteria development will come quickly as is current draft — more will be
coming soon and expects at June 30 meeting will be a push to have draft criteria
developed

Mike - suggests that at this meeting we take time to look at these criteria and give
feedback tonight

Jerry Pacheco e xpressed concern that not all CDOW reps are present
Steve & Ray assured that all comments are welcome at anytime, but Steve said we
cannot wait to get started as things are moving quickly

Charlie — thinks that criteria is so general that just about any proj ect would fit

Mike G. – wants us to discu ss criteria suggestions

Jason - provided background on spirit of this — no one has submitted criteria as yet,
Subcommittee has background on grants and loans, but for now, the “sky is the limit”,
the intent was to be a broad as possible and to allow a focus to develop based on each
basin’s needs — CWCB will manage program, but will have to do so within criteria and
guidelines — what does the Basin want to provide for? SWSI is not the final product for
Rio Grande, but i s a foundation for us.

Ray — would like to get a general sense of the criteria as a starting point for the
committee to work with

Mike G — called for the next 15 minutes for everyone to read the memo from Eric Hecox
before breaking for dinner at 6 PM

6 PM b roke for dinner
Page 2 of 11 RGBRT
Minutes

June 12 , 2006
